Smogon's tier system is used to rank Pokemon into several groups based on their perceived power and usage in competitive play. These tiers dictate which Pokemon can be used in the various metagames of competitive play. Each metagame encompasses different Pokemon, and therefore each one is unique in its style of play.

The tiers that Smogon have placed are all based on usage with the exception of Ubers (and Anything Goes, where Mega Rayquaza is banned to). In order from the highest usage to the lowest are Overused (OU), Underused (UU), Rarelyused (RU), Neverused (NU), and PU, which doesn’t stand for anything.

Its a pun. Most other tiers are something with a U in it which is for used. NU, UU, OU etc.. So they made the absolute bottom tier PU, or P.U. as in, what is that smell, it stinks. It is basically the trash of pokemon in terms of usage :) The P and the U dont actually stand for anything.
